Just as humans can follow complex social situations in deciding who to befriend or to abandon, it turns out that animals use the same level of sophistication in judging social configurations, according to a new study that advances our understanding of the structure of animal social networks.

The study, which appears today in the journal Animal Behaviour, is the first in which researchers applied a long-standing theory in social psychology called "structural balance," which is used to analyze human relationships, to an animal population to better understand the mechanisms that determine the structure of animal social groups. Researchers analyzed social bonds in behavioral data from a long-term study of the rock hyrax, a small mammal that lives in colonies across Africa and the Middle East.

Structural balance theory considers the positive or negative ties between three individuals, or triads, and suggests that "the friend of my enemy is my enemy" triangle is more stable and should be more common than "the friend of my friend is my enemy" triangle. Another configuration, "the friend of my friend is my friend," is considered to also be a stable configuration in the social network. The last possible triangle, "the enemy of my enemy is my enemy," presages an unstable state, according to the theory.

The potential power of structural balance theory is its ability to predict patterns in the structure of the whole social network and also predict changes that occur over time, as unstable triads are expected to change to stable ones.

"We all live in social networks of some kind, either online or offline, and we are interested in understanding how these groups form and dissolve and their internal dynamics, but while studying these human dynamics is important, it's also very difficult and in many cases impractical. So we study how sociality evolved in animals, which might offer us some insights into our own social behavior. And indeed, the structural balance theory that was developed to study human behavior appears to be relevant in animals as well," said the study's lead author Amiyaal Ilany, a postdoctoral fellow at the National Institute for Mathematical and Biological Synthesis.

In the study, the hyraxes tended to form balanced triads and changed unbalanced triads to balanced triads over time. However, new individuals in the population ? new pups or males that migrate into the network ? introduced social instability by often forming unbalanced triads, causing the network as a whole to retain some level of instability. The study also found that contrary to classical structural balance theory, the "enemy of my enemy is my enemy" configuration was actually a stable configuration. The results suggest that structural balance may play a role in the evolution of social structures by selecting against specific configurations. Structural balance may also serve as a psychological mechanism that allows specific social structures to exist and that prevents cooperation between members of different groups.

The authors suggest that structural balance may be prevalent in other species as well.

"The results indicated that changes in social relationships are dependent not only on two individuals, but significantly on third parties, which underscores the importance of structural balance theory in explaining the evolution of complex natural social systems," Ilany said, who was a doctoral student at Tel Aviv University when the research was begun.

6 films and shows that remind you to love Earth

There is no reason not to love Earth. Despite what scientists speculate about Mars or distant "water worlds" discovered by NASA's Kepler probe, this planet is the only game in town if humans want to keep breathing, drinking water and, you know, existing in the near future. But as our entertainment choices frequently point out, we're not always the best caretakers of this big blue marble in space. In honor of Earth Day on Monday here are a few films and television shows that provide food for thought about why we should celebrate our planet every day of the year.

'Terminator 2: Judgment Day'
The opening minutes of 1991's "T2" deliver a jarring scene: Los Angeles in 2029 is nothing but a leveled wasteland of twisted bits of metal and piles of human skulls scattered about. It?s as dark as midnight, dusty, with not a single ray of natural light, not a blade of green grass, not a drop of water, not a tree branch. Earth is nearly devoid of the living, overrun instead by Skynet?s terrifying cyborgs. Kinda makes you appreciate our blue skies, (somewhat) clean air, mountains, rivers, human-run planet and non-murderous machines, doesn?t it? So take a break and get up from your desk. Go outside, suck in some fresh air, bask in the sunshine and be thankful that your TV isn?t a T-1000 intent on crushing your skull in its poly-alloy hands. --?Anna Chan

'Planet of the Apes'
Look, we?re not saying we humans have treated our dear Mother Earth well. But we?re not ready to hand it over to the monkeys yet. Don?t get us wrong: We loved Cornelius and Zira in the original "Planet of the Apes" film series that started in 1968. But the planet wasn?t any better under Ape Law, what with blowing up New York ("YOU MANIACS!") so that the Statue of Liberty was left chest-deep in the sand, and creating a race of mutants who worship the atom bomb. Damn dirty apes! We may not want them ruling our planet, but we puny humans continue to go bananas for ape movies, with the next one, ?Dawn of the Planet of the Apes,? coming in 2014. -- Gael Fashingbauer Cooper?

'Revolution'
The main conceit of "Revolution," for those who haven?t seen the NBC series that first started airing in 2012, is that the power goes out. Not for a night, not for a week, but for always. There?s just no more electricity. In fact, anything that has to remotely be powered up ? cars, planes and the like ? is unable to do so. The net result goes beyond not having a refrigerator, air conditioning and creature comforts. It also means all those digital photos you took of your family are gone forever. Your ability to move from point A to point B? Better hope points A and B are close together. Otherwise your feet will be getting pretty tired. And when everyone?s blaming each other for the sorry state of affairs, leaders are ousted and tempers flare, who can you trust? The show isn?t about saving Earth or being "green." Rather, it illustrates just how thoroughly everything is intertwined on this planet of ours. Take care of it, and be nice to people. -- Courtney Hazlett

'March of the Penguins'
While "March of the Penguins" definitely brought the cute factor, the 2005 documentary also explored some heavy environmental issues. In addition to giving viewers an awe-inspiring glimpse of the natural habitat of the emperor penguins of Antarctica, the Academy Award winning film also showcased the effects that global warming has had on the adorable, noble creatures. Not only is the footage visually stunning, taking viewers under water and across the icy Antarctic terrain, but it taught that animals are much like humans in how they love, interact and live. Plus, who doesn?t like to watch baby penguins run around for 80 minutes? --?Ashley Majeski

'WALL-E'
The title robot in Pixar's animated "WALL-E" is so adorable. With his fixation on movie musicals, it's almost easy to forget that on at least one level, the film is an ecological horror story: WALL-E exists solely to help a garbage-covered (thanks, Buy-n-Large Corp.), human-depopulated Earth clean again so that humans can (in theory) eventually return to live there. The idea that humans can survive the trashing of their own planet is only vaguely comforting. The notion that they've been living in space for hundreds of years and are literally fat lazybones is not precisely a positive comment on human nature. If any movie will inspire you to pick up that piece of trash you absentmindedly tossed aside, it's this one. -- Randee Dawn

'Fringe'
Oxygen is awesome! That is a legit takeaway from the sci-fi thriller, which wrapped up its run early in 2013 and featured antagonists called Observers ?-- created, futuristic humans who pumped carbon dioxide into the atmosphere because current-day Earth's air was too oxygenated for their super-evolved DNA. (They also paved over Central Park -- heresy!) These visitors from the future came from a world saturated with pollution, so be warned: If you want new generations to be able to blow dandelion seeds in the park (instead of struggling for breath in an apocalyptic urban landscape), do what you can to protect our environment. Also, don't create humans without emotions in the first place. -- Dru Moorhouse

Czech Republic is not Chechnya, diplomat points out

(Reuters) - Make no mistake: the Czech Republic is not Chechnya. That's a distinction the Czech ambassador to the United States wants to make crystal clear after news emerged that the two suspects in Boston Marathon bombing had Chechen origins.

"The Czech Republic and Chechnya are two very different entities - the Czech Republic is a Central European country; Chechnya is a part of the Russian Federation," Petr Gandalovi?, the Czech ambassador, wrote on the embassy's website on Friday.

The unusual statement followed a series of Twitter messages from people who apparently struggled to distinguish the two places with similar names.

"Both the guys from the bombing are from the Czech Republic," wrote a geographically challenged user called Courtney Abbott, erroneously placing their origins about 1,500 miles to the west of Chechnya. "Wow," she added.

"As more information on the origin of the alleged perpetrators is coming to light, I am concerned to note in the social media a most unfortunate misunderstanding in this respect," the ambassador said.

Gandalovi?, who said he was shocked by the attack, stressed that "the Czech Republic is an active and reliable partner of the United States in the fight against terrorism."

Chechnya is part of southern Russia's restive Caucasus, which also includes Dagestan, Ingushetia and other predominately Muslim regions that have seen two decades of unrest since the fall of the Soviet Union.

Two ethnic Chechen brothers were suspected in the bombings at the world-famous Boston Marathon that killed three people and injured 167 on Monday.

The exciting life cycle of a new Brazilian leaf miner

A new species of leaf miner from the important family Gracillariidae has been recently discovered in the depths of the Brazilian jungle and described in the open access journal Zookeys. The Gracillariidae family is an ancient one with fossils dating back its origins to around 97 million years. Among the leaf miners of this family there are some species with significance as economic factors as well as agricultural pests. The new species, Spinivalva gaucha, is associated with representatives of the Passiflora plant genus among which is the economically important and favorite to many passion fruit, also native to Brazil.

The name of the new species is derived from the Portuguese term "Ga?cho" used in Brazil to describe the native inhabitants of the fertile southernmost Brazilian lowlands, the pampas. What makes this species especially interesting are the fascinating stages of its early developments. Unlike most Brazilian gracillariids which are known only for their mature stages, the description of S. gaucha offers an insight in the complete life cycle of this intriguing leaf miner.

After the egg is laid on the surface of the leaf hatching occurs and the life history of the leaf miner begins. The new larva heads under the leaf surface to form a narrow serpentine shaped mine, which then expands with time and through the development stages to a blotch-like formation. Just before pupation the larva leaves the mine through a slit in the blotch to form a transparent cocoon on the leaf surface. Silk fragments are lined into a compact pattern to form a wall protecting the pupa. Another interesting phenomenon is observed during this stage of development, where the pupa discharges bizarre light yellow bubbles which are scattered along the periphery of the cocoon through a slit which closes soon after. When mature the new adult leaf miner emerges into the outside world head-first through the cocoon.

"Contrary to all known leaf-miner gracillarids whose larvae initially have modified mouthparts and feed on sap, this new species does not have a sap-feeding instar, the larvae presenting mandible of chewing type in all instars, and thus feeding on the upper leaf tissue since hatching" explain the authors of the study. "This discovery in particular will have important implications for future studies concerning the evolution of the wide diversity in feeding habits known to exist within this important family."

Courting India, Morocco-style: Bollywood, business and luxury travel ...

In Morocco, ?India? immediately conjures up pictures of ?Bollywood? stars to the locals. But that?s not the only connection between the two countries. In fact, ever since the formal establishment of diplomatic relations between India and Morocco in 1957, the ties between the two countries have grown stronger to encompass diverse areas. Morocco considers India as its top trading partner in Asia and the third largest globally. Bilateral relations have expanded beyond trade and supply of phosphates, a key ingredient for fertilizers of which Morocco holds two-thirds of global reserves, to investment in services and a slew of other segments. Home to over 70 pristine tourist destinations Morocco, the North African country, is proactively seeking investments from India in the hospitality sector as it courts Indian travellers to come and explore its natural beauty.
The Tata group is perhaps the only Indian chain to have opened a luxury property, Taj Palace Marrakech, a 130-acre resort that overlooks the Atlas Mountain, last November. Following the Taj?s entry would be a host of brands like Banyan Tree, Mandarin Oriental, among others, who are literally making a beeline in Morocco. Now, home-grown brand like La Mamounia, an iconic property that seldom needed much marketing for its sheer popularity, is left to venture out of its comfort zone seeking a new market. Considered a destination in itself, La Mamounia has been the favourite of people like Winston Churchill, who stayed there through many winters. So did the legendary Franklin D. Roosevelt. With a beautiful landscaped garden dotted with trees and plants, the resort has never been large enough to satisfy all the guests who wanted to be accommodated. Until the end of thirties, the hotel had only fifty rooms. But it was expanded in 1946 to include 100 rooms, then refurbished successively in 1950, 1953, 1986 and finally in 2006 for a reopening with 210 keys on September 29, 009. Seeped in history, the property which dates back to the eighteenth century is a true monument combining the traditional Moroccan architecture with the Art Deco style.
Didier Picquot, the affable General Manager, La Mamounia, who has played a pivotal role in entrenching the hotel?s global reputation, recently visited India, wooing new clients to come and experience his property. In this interview with Hoihnu Hauzel, Picquot speaks about cultural connections between India and Morocco and how Morocoo?s hospitality industry is looking at the growing market for luxury travel anew.

Q) You have a very negligible percentage of guests from India, particularly in your property. Now, what makes you think that India is a potential market for your hotel/country?
A) Indeed, India is currently considered a niche market for La Mamounia and Marrakech in general; we have ended in 2012 with less than 1 per cent. Being the official partner of the Marrakech Film Festival during the last edition of 2012 when India was the country being honoured, we believe it is a great platform for us to work on penetrating this market with high potential. The Indian market is becoming very mature for the European destinations and it will show a bigger interest for Marrakech in the upcoming years.
In addition, we thought that the opening of a new Taj property in Marrakech will also generate media focus on Marrakech as a lifestyle and leisure destination.
Q) Would the opening of Taj Palace Marrakech in some ways be considered a competition for your brand? In what way will it impact your occupancy?
A) Taj is a landmark brand in India and La Mamounia is the landmark hotel in Marrakech; the future opening of Taj Marrakech will definitely help us to stir an interest toward the destination and introduce our property to the Indian high-end travellers. Taj will be a competitor as it is a strong luxury brand which has very high quality standards. It will also attract a new kind of travellers, and thus further strengthen the position of Marrakech as an upscale luxury destination.
Q) During your recent trip to India (through Rajasthan), what are the cultural affinities between India and Morocco that you noticed?

A) As in Morocco, there is in India a very strong family bond. There is also the delight to display and share the various food of the country as well as enjoyment of music and dance. There is respect for ancestral rites and legacies and concomitantly a great interest towards modernity. Tradition and modernity ? which is also the equilibrium which La Mamounia straddles.
Q) How would you make your property or the destination appealing for Indian customers?
A) La Mamounia is one of the most iconic hotels in the world. This year, we are celebrating our 90th anniversary. La Mamounia is a lifestyle destination in itself, combining a unique sensory experience with handcrafted architecture and decoration, gastronomy from Morocco, France and Italy, Spa and Wellness, personalized service. We are also a children-friendly hotel. The location of La Mamounia is ideal to discover Marrakech as we are located just five minutes away from the most famous square in Marrakech: The Jammaa El Fna square. In addition, our legendary gardens of eight hectares are silent witness of our long and fabulous history.
Q) What kind of tourists are you targeting from India?
A) We are targeting all travellers who are luxury-sensitive and looking for a one of a kind experience.
Q) How is Indian culture perceived in Morocco? What do you think connects us?
A) Indian culture is well known and loved in Morocco! Moroccans are big fans of Bollywood. Movies are the way to export culture so you will find lots of Moroccans, who are very familiar with all the customs you have in India as weddings, family celebrations or food, culture, familiar habits, food are the biggest connections between us but they are also some small similarities like the way women are dressed in Morocco and in India: for instance, the traditional Indian wear, sari, is very popular in Morocco and is used to make traditional women Moroccan dress: Kaftan.
Q) You (your hotel) has played host to our top film stars during the recently-concluded international film festival. In what manner can Bollywood be used as a ticket to further connect our cultural bond?
A) Celebrities are always a way to attract people as they are considered as opinion leaders. When we were in India we realized how film stars like Shahrukh Khan or Amitabh Bachchan are adored and respected. We sincerely believe that having welcomed them in our hotel is a ?plus? for La Mamounia and will certainly play a big role in attracting travellers who wish to visit Marrakech.
Q) What are you specific plans/strategies for Indian market? How do you plan to reach out?
A) As we do in all our markets, we focus on direct contact with travel agents, the media and consortia. We do believe that a direct contact and a close relationship with our partners is the best way to strengthen and reinforce our presence in a market. We will definitely return next year and will keep in touch with our partners and new contacts we have met during this visit.
Q) Would you at any time consider introducing Indian cuisine as a part of the menu in your coffee shop or any restaurants in your property?
A) Not for the moment?.we do believe that offering Moroccan food is a good way to introduce the Moroccan culture. In addition, we do offer two gastronomic restaurants ?Le Fran?ais by Jean-Pierre Vigato? and ?L? Italien by Don Alfonso?; both are two stars Michelin chefs. We propose vegetarian recipes in all our restaurants and room service.

Council Meeting Highlights | The Wildlife Society News

The Wildlife Society 2013 midyear Council Meeting was held March 24-25 during the 78th Annual North American Wildlife and Natural Resources Conference in Arlington, Virginia. New TWS Executive Director, Ken Williams, was welcomed and introduced to Council and members attending the meeting. Executive Director Williams briefed Council on his activities for the last three weeks and gave his impressions of the issues confronting TWS.

Council members voted on or agreed to implement various new initiatives and activities.

The TWS fiscal year will be changed to start 1 July 2014.

A new computer infrastructure and membership portal software will be purchased that will enhance member services.

The proceeds of the 2013 Investors Campaign will be dedicated to partially funding the new TWS computer infrastructure and membership portal.

The Renewable Energy Working Group request for official status was approved.

The Range Working Group request for interim status was approved.

The Wetlands Working Group request for a six-month extension of interim status was approved.

Thomas A. Roberts was approved for a seat on the Certification Review Board.
An initiative to encourage more active collaboration with Mexican colleagues and members will be initiated.

TWS staff will be developing a plan for generating more frequent press releases on TWS journal papers that may have broad interest.

The Celebrate our Wildlife Conservation Heritage (COWCH) videos will be given a presence on the new online Retirees Center, and the Center?s content will be enhanced with content that?s relevant to TWS retirees.

The Policy Priorities for 2013 were approved. They are:

You'll need two downloads to enable video recording: A camera mod file that you can flash via your custom recovery, which will patch the OS to enable support for video recording, and the Camera Launcher app from the Play Store. This will bring back the Camera shortcut. The app itself is actually on your device already (since other apps use it), but the icon was simply removed because the slate has no rear sensor.

We haven't been able to test this personally, but several users over on XDA have reported success with this method. Give it a shot and let us know how well it works for you!

NEW ORLEANS (AP) ? Geno Auriemma has been chasing Pat Summitt since he started coaching. Now with his eighth national championship, he has finally caught her.

It might not be long before Auriemma stands alone with freshman Breanna Stewart leading the way.

Stewart scored 18 of her 23 points in a dazzling first half and Connecticut won its eighth NCAA title with a 93-60 rout of Louisville on Tuesday night. It was the most lopsided victory in a title game, and it put the Huskies back atop college basketball after missing the game the past two years.

The title tied Auriemma and the Huskies (35-4) with Summitt for the most in women's basketball history. Unlike the Tennessee great, Auriemma has never lost a championship game in eight appearances.

"The only person I compare myself to is Pat Summitt and to be there in that spot with her means a lot to me," Auriemma said. "The fact that I tied Pat Summitt's record puts you in the category of the greatest women's basketball coach that ever lived."

Stewart, his prized freshman, was unstoppable, hitting shots from everywhere on the court to earn Most Outstanding Player honors for the Final Four. She's only the fourth freshman ever to have that honor and first since 1987. Even her father in the stands repeatedly said "wow" as his daughter took the game over and Cardinals men's coach Rick Pitino, in town to cheer on the Louisville women, called her one of the best freshman in basketball.

"This is unbelievable," Stewart said. "This is what we've thought about since the beginning of the season. And now to be here and actually win it, it's a great feeling and I don't think it's going to set in for a while. I just played really confident and stopped thinking. When I second-guess myself, nothing good comes out of that."

After Auriemma cut down the final strand of the net, his team carried him around the court in celebration.

Summitt, who stepped down a year ago and suffers from early-onset dementia, released a statement through her son, Tyler.

"Congratulations to Geno Auriemma and the Connecticut Huskies on a remarkable season and an eighth national title," she said. "Geno is a proven champion and a leader in our game. My best to him, his family, his team and staff."

The loss ended an unprecedented tournament run by Louisville. The Cardinals became the first No. 5 seed to make the championship game, pulling off the greatest upset in tournament history when they beat Brittney Griner and Baylor in the regional semifinals. Jeff Walz's team then beat Tennessee in the regional final before topping Cal in the Final Four.

"The run we went on was remarkable and something I'll always remember" Walz said. "We're walking out with our head high and proud of what we've done."

The Cardinals just didn't have enough to beat their Big East foe. Louisville was trying to become just the second school to win both the men's and women's championship in the same season and the first since UConn in 2004. Pitino, fresh off his team's 82-76 win in the title game over Michigan on Monday night, was sitting behind the Cardinals bench, trying to spur on the women's team. He talked to the players at their pregame meal and told them to just enjoy the moment and have fun in the game.

It wasn't to be. Instead, the trip to the Big Easy marked the beginning of the Stewart era.

Sharpshooting from deep or pounding the boards, she had one of the most remarkable runs of any first year player in the history of the NCAA tournament. Stewart finished with 105 points in only five games ? she missed the first round rout of Idaho to rest a sore calf ? the most by any first-year player since 2000, according to STATS. UConn's Maya Moore held the previous mark with 93 points.

The 6-foot-4 star passed Moore with a neat tip-in with 7:04 left in the first half and wound up with a performance reminiscent of two of the all-time greats. As freshmen, Cheryl Miller guided USC to a title in 1983 and Chamique Holdsclaw led Tennessee to a championship in 1996.

Stewart scored seven points during the pivotal 19-0 run that turned a four-point deficit into a double-digit lead and put the Cardinals in a hole they couldn't climb out of.

"We rushed a lot, we started to panic a bit," Walz said. "They started executing."

Stewart later swooped in for an incredible offensive rebound that she put back to make it 39-23. The Huskies led 48-29 at the half as Stewart had 18 points; the 19-point advantage fell four points short of the championship record set by Tennessee against Louisiana Tech in 1998.

UConn dashed any hopes of a Louisville comeback going on a 12-2 run after the Cardinals had cut its deficit to 60-44. The only question over the last 10 minutes would be whether this was the biggest blowout in title game history, and the Huskies easily surpassed Tennessee's 23-point win over Louisiana Tech in 1987.

The Huskies beat Louisville by 22 points in the 2009 title game. Louisville was trying to become the lowest seed to win a NCAA championship on the women's side. Villanova, as an eight seed, was the lowest ever to win it on the men's side back in 1985.

UConn hit 13 of its 26 3-pointers, including four by senior Kelly Faris, who finished with 16 points, nine rebounds and six assists.

The Schimmel sisters who really carried Louisville in the tournament had a rough go against UConn. Shoni Schimmel missed her first six shots and finished with just seven points on 3 of 15 shooting. Jude Schimmel was saddled with three fouls in the first half.

"We made a miracle run in this tournament and will remember that the rest of their lives," said Sara Hammond, who led Louisville with 15 points.

With UConn's victory, the Big East conference won a ninth national championship. The conference, which will split apart after this season, has been the most dominant in women's basketball over the past decade.

And having both teams in the championship game was a fitting end to its current configuration. Neither team will be in the new Big East next season. Both will be in the American Athletic Conference. Louisville will then head to the ACC the year after.

This was the first of UConn's championships when the Huskies didn't win a regular season or Big East tournament championship, making it a little bit sweeter for seniors Faris, Caroline Doty and Heather Buck. UConn's other national championships came in 1995, 2000, 2002-04, 2009-10.

Six U.S. Air Force cyber capabilities designated "weapons"

COLORADO SPRINGS, Colo. (Reuters) - The U.S. Air Force has designated six cyber tools as weapons, which should help the programs compete for increasingly scarce dollars in the Pentagon budget, an Air Force official said on Monday.

Lieutenant General John Hyten, vice commander of Air Force Space Command, which oversees satellite and cyberspace operation, said the new designations would help normalize military cyber operations as the U.S. military works to keep up with rapidly changing threats in the newest theater of war.

"This means that the game-changing capability that cyber is is going to get more attention and the recognition that it deserves," Hyten told a cyber conference held in conjunction with the National Space Syposium in Colorado Springs.

Hyten's remarks came a month after U.S. intelligence officials warned that cyber attacks have supplanted terrorism as the top threat to the country. Spending on cyber security programs has gone up in recent years, but may face pressure given mandatory across-the-board cuts to the Pentagon's planned spending on military equipment, programs and staff.

Hyten said the recent decision by Air Force Chief of Staff General Mark Welsh to designate certain cyber tools as weapons would help ensure funding.

"It's very, very hard to compete for resources ... You have to be able to make that case," he said.

Hyten said the Air Force is also working to better integrate cyber capabilities with other weapons.

He gave no details on the new cyber weapons, but the Pentagon has become more open over the past year about its work to develop offensive cyber capabilities in the face of escalating cyber attacks by China, Russia, Iran and others.

The United States and Israel are widely believed to have developed the Stuxnet computer virus that was used to attack an Iranian uranium enrichment facility, the first publicly known example of a virus being used to attack industrial machinery.

Hyten said the Air Force planned to expand its cyber workforce of about 6,000 by 1,200 people, including 900 military personnel.

He said it took the Air Force decades to explain the central importance of space-based assets for warfare, but did not have time to wait with cybersecurity.

"We have to do this quickly. We cannot wait. If we just let decades go by, the threat will pass us screaming by," he said.

Hyten said the Air Force was trying to leverage investment in cybersecurity already being made by private industry, but still had work ahead to improve its interface with the companies that operate the largest computer servers, and any agreements would have to benefit both sides.

"We have to bring resources to the table," he said. "They don't stay in business by doing things for free."

(AP) ? South Korea's top military officer has put off a visit to Washington because of escalating tensions with North Korea that have also compelled more than a dozen South Korean companies to halt operations at a joint factory complex in the North, officials said Sunday.

South Korea's military is on heightened alert following North Korean threats to launch attacks on the U.S. and South Korea and produce more fuel for atomic weapons. Pyongyang is angry over ongoing South Korea-U.S. military drills and U.N. sanctions issued over North Korea's latest nuclear test.

South Korea's defense minister said last week that North Korea has moved at least one missile with a "considerable range" to its east coast, and speculated that the North may be planning to test it. The missile could possibly be the Musudan missile, capable of striking American bases in Guam with its estimated range of up to 4,000 kilometers (2,490 miles).

The tensions led South Korean Joint Chiefs of Staff Chairman Gen. Jung Seung-jo to cancel his plan to meet with U.S. counterpart, Gen. Martin Dempsey, in Washington on April 16 for regular talks.

The allies have agreed to reschedule the meeting because Jung couldn't be away from South Korea for several days at a time when North Korea is intensifying its rhetoric, said a South Korean Joint Chiefs spokesman who spoke on condition of anonymity, citing office policy.

The U.S. Defense Department has delayed an intercontinental ballistic missile test that had been planned for next week because of concerns the launch could be misinterpreted and exacerbate the Korean crisis, a senior defense official told The Associated Press Saturday.

Defense Secretary Chuck Hagel decided to delay the test at an Air Force base in California until sometime next month, said the official, who was not authorized to speak publicly about the test delay and requested anonymity.

Previously, the U.S. had followed provocations from North Korea with shows of force connected to the joint exercises with South Korea. It has sent nuclear capable B-2 and B-52 bombers and stealth F-22 fighters to participate in the drills.

In addition, the U.S. said last week that two of the Navy's missile-defense ships were moved closer to the Korean Peninsula, and a land-based missile-defense system is being deployed to the Pacific territory of Guam later this month. The Pentagon last month announced longer-term plans to strengthen its U.S.-based missile defenses.

Washington is taking the North Korean threats seriously, though U.S. leaders say they have seen no signs that the North is preparing for a large-scale attack.

North Korea successfully shot a satellite into space in December and conducted its third nuclear test in February. It has threatened to launch a nuclear attack on the United States, though many analysts, say the North hasn't achieved technology to manufacture a miniaturized nuclear warhead that could fit on a long-range missile capable of hitting the U.S.

North Korea also raised tensions Wednesday when it barred South Koreans and supply trucks from entering the Kaesong industrial complex, where South Korean companies have employed thousands of North Korean workers for the past decade.

North Korea is not forcing South Korean managers to leave the factory complex, and nearly 520 of them remained at Kaesong on Sunday. But the entry ban at the park, the last remaining inter-Korean rapprochement project, is posing a serious challenge to many of the more than 120 South Korean firms there because they are running of raw materials and suffering lack of replacement workers.

Nine more firms, including food and textile companies, have stopped operations at Kaesong, bringing to 13 the total number of companies that have done so, South Korea's Unification Ministry said in a statement Sunday.

North Korea also briefly restricted the heavily fortified border crossing at Kaesong in 2009 ? also during South Korea-U.S. drills ? but manufacturers fear the current border shutdown could last longer.

GE to acquire oilfield services provider Lufkin for $3 billion

(Reuters) - General Electric Co said it will buy oilfield services provider Lufkin Industries Inc for about $2.98 billion to boost its presence in the energy business.

GE, the world's biggest maker of jet engines and electric turbines, has expanded in the energy industry with a series of acquisitions of companies that make equipment used in oil and gas production, while divesting assets in finance and media industries.

The company has spent about $11 billion in acquisitions since 2007 to boost its presence in the oil and gas business, which is the conglomerate's fastest-growing and which contributes about 10 percent of its total revenue.

Lufkin will broaden GE's artificial lift capabilities beyond electric submersible pumps.

Artificial lift refers to the use of external means to help lift hydrocarbons to the surface in reservoirs with low pressure, as well as to improve the efficiency of naturally flowing wells.

"The artificial lift segment is at the heart of critical changes that are helping producers maximize well potential, which translates into increased output at lower operational cost," Daniel C. Heintzelman, CEO of GE Oil & Gas, said in a statement.

The global artificial lift sector is expected to approach $13 billion in 2013, according to Spears & Associates, GE said.

Lufkin's fourth-quarter profit beat analysts' estimates on demand for its pumping equipment from companies operating in energy-rich shale fields such as Bakken and Eagle Ford, despite a slowdown in overall drilling activity.

However, the company estimated that a slow recovery in the stalled U.S. onshore drilling will dent profits this quarter.

GE's offer values Lufkin at $88.50 per share, a premium of 38 percent to the stock's Friday close. Lufkin shares rose to $87.97 in premarket trading.

The offer is higher than Lufkin's intrinsic value of $70.98 per share as measured by Thomson Reuters StarMine.

The StarMine model is a measure of a stock's current value when considering analysts' growth estimates for five years, and then modeling the typical growth trajectory over a longer period of time.

The acquisition, valued at about $3.3 billion including debt, is expected to close in the second half of 2013.

Simmons & Co advised Lufkin, while Goldman Sachs and Deutsche Bank advised GE.

China warns against troublemaking on Korean Peninsula

BEIJING/SEOUL ? China on Sunday warned against "troublemaking" on its doorstep, in an apparent rebuke to North Korea.

The North, led by 30-year-old Kim Jong-un, has been issuing vitriolic threats of war against the United States and U.S.-backed South Korea since the United Nations imposed sanctions in response to its third nuclear weapon test in February.


North Korean officials told diplomats late last week to consider leaving Pyongyang because of the tension, but embassies appeared to view the appeal as more rhetoric and staff have stayed put.

North Korea continues to voice aggressive warnings toward the U.S. and South Korea, leaving both countries concerned over what may come next from North Korea. NBC's Peter Alexander reports.

China, North Korea's sole financial and diplomatic backer, has shown growing irritation with Pyongyang's warnings of nuclear war.

Chinese President Xi Jinping, addressing a forum on the southern island of Hainan, did not name North Korea but said no country "should be allowed to throw a region and even the whole world into chaos for selfish gain".

Stability in Asia, he said, "faces new challenges, as hot spot issues keep emerging and both traditional and non-traditional security threats exist".

Chinese Foreign Minister Wang Yi expressed similar frustration in a statement late on Saturday, relating a telephone conversation with U.N. Secretary-General Ban Ki-moon.

"We oppose provocative words and actions from any party in the region and do not allow trouble making on China's doorstep," Wang said, according to a ministry statement on its website.

On Sunday, the ministry expressed "grave concern" at rising tension and said China had asked North Korea to "ensure the safety of Chinese diplomats in North Korea, in accordance with the Vienna Convention and international laws and norms".

China's embassy, it said, was "understood" to be operating normally in Pyongyang.

Australian Prime Minister Julia Gillard, addressing the Hainan forum, said avoiding conflict on the peninsula was vital. "There, any aggression is a threat to the interests of every country in the region," she said.

British Foreign Minister William Hague said North Korea's nuclear ambitions had to be taken seriously.

Interviewed by Sky News, he said the international response "should also be very clear, very united and calm at all times because it's important not to feed that frenetic rhetoric that we've seen over the last few weeks".

Switzerland's Foreign Ministry offered to mediate, saying it was "always willing to help find a solution, if this is the wish of the parties, such as hosting meetings between them".

Kim, the third member of his dynasty to rule North Korea, is thought to have spent several years in Switzerland being educated under a pseudonym. He took over in December 2011 after the death of his father Kim Jong-il, who confronted South Korea and the United States throughout his 17-year rule.

(AP) ? The deficit was getting bigger, the clock becoming an enemy and Louisville's options were dwindling.

"I just kept telling the guys ... 'We're going to make a run. It's about defense,'" coach Rick Pitino said. "The tempo is not ours. Give them their credit, but the bench won the game for us tonight. Unbelievable display."

Impressive comeback, too.

Luke Hancock came off the bench to score 20 points, walk-on Tim Henderson sparked a second-half rally with a pair of monster 3s and Louisville advanced to the NCAA title game Saturday night, escaping with a 72-68 victory over Wichita State.

Now the Cardinals (34-5) will try and win it all for their emotional leader on the bench, injured Kevin Ware. As the final buzzer sounded, Ware stood up, grinning as he thrust his arms above his head.

Louisville will play the winner of Syracuse-Michigan for the national title Monday night. It is the Cardinals' first trip to the title game since they won it all in 1986.

"We just played super hard," said Russ Smith, who led the Cardinals with 21 points. "Nobody wanted to go home."

Cleanthony Early had 24 for the ninth-seeded Shockers (30-9), who nearly pulled off their biggest upset of all.

Wichita State had knocked off No. 1 seed Gonzaga and Ohio State on its way to its first Final Four since 1965, and the Shockers had a 12-point lead on Louisville with 13:35 to play. It was the largest deficit all tournament for the Cardinals, who seemed out of sorts after an emotional week following Ware's gruesome injury; he snapped his tibia and the bone broke through the skin during last weekend's Midwest Regional final.

But Louisville had come back to win five games after trailing by nine points or more already this year, including rallying from a 16-point deficit in the title game at the Big East tournament.

This one trumped them all.

"It's tough for Wichita State to lose this game tonight because they played great. We had to dig in," Pitino said. "Four of our starters had their worst start of the season. We had to win the game with our second unit."

Henderson, the walk-on who was forced into increased playing time because of Ware's injury, made back-to-back 3s to spark a 21-8 run. While Hancock and Behanan were knocking down shots, Smith and Peyton Siva were turning up the heat on the Shockers.

After going more than 26 minutes without a turnover, Siva darted in to strip the ball away from Carl Hall. He fed Hancock, who drilled a 3 that gave Louisville a 56-55 lead, its first since the end of the first half.

"Down the stretch, we were just loose with the ball, we just didn't take care of it, pretty much," Wichita State's Malcolm Armstead said. "I can't give you an explanation ? it just happened."

Early would give the Shockers one more lead, converting a three-point play. But Siva scored and then Smith stole the ball and took it in for an easy layup that gave Louisville a 60-58 lead with 4:47 left. Louisville fans erupted, and even Ware was on his feet, throwing up his arms and clapping. The Cardinals extended the lead to 65-60 on a tip-in of a Smith miss and another 3 by Hancock.

Wichita State had one last chance, pulling within 68-66 on Early's tip in with 22 seconds left. But the Shockers were forced to foul, and Smith and Hancock made their free throws to seal the victory.

As the final buzzer sounded, Chane Behanan tossed the ball high into the air and Henderson and Hancock did a flying shoulder bump at midcourt.

"It's just a mix of emotions, of feelings. It hurts to have to lose and be the end of the season," Early said. "But these guys fought to the end, and we had a great season and keep our heads high and know the grind doesn't stop."

The Cardinals were the overall No. 1 seed in the tournament, and they steamrolled their way through their first four games, winning by an average of almost 22 points. They limited opponents to 59 points and 42 percent shooting while harassing them into almost 18 turnovers a game, setting an NCAA tourney record with 20 steals against North Carolina A&T.

The presence of Ware was supposed to provide even more motivation for Louisville, which already had some unfinished business after losing to Kentucky in last year's Final Four.

He urged his teammates to "just go win the game" before being wheeled off the court on a stretcher last weekend. Three days later, he joined the Cardinals as they made the trip to the Final Four in Atlanta, Ware's hometown.

The Cardinals have modified their warm-up T-shirts in Ware's honor ? they now read "Ri5e to the Occasion," with Ware's No. 5 on the back. He had a seat at the end of the bench, his right leg propped up on towels, and every one of the starters went to shake his hand after being introduced.

But whether it was the emotional roller-coaster of the last week, the expectations or just Wichita State, the Cardinals seemed out of sorts much of the night.

"There's a reason our starters played poorly, because Wichita State is that good," Pitino said

Wichita State may not have the names or pedigree of a Louisville, Syracuse or Michigan. But what the Shockers lacked in star power they more than made up for in hustle and heart. This, after all, was a team with one player (Carl Hall) who salvaged his career after working in a light bulb factory and two more (Armstead and Ron Baker) who paid their own ways in their first years.

The Shockers barely seemed to notice that vaunted Louisville press until the final minutes of the game. They didn't rush shots, working it around until they got a look they liked ? Louisville was called for more than one foul late in the shot clock, including one on Smith with only a second left ? and they were relentless on the backboards.

And that "play angry" defense? Now the Cardinals have an idea of how their opponents have felt. Wichita State bottled Louisville up inside, never letting Gorgui Dieng be a factor, and the Cardinals were continually forced to put up awkward and bad shots from outside.

Tekele Cotton sparked an 11-2 run with a jumper, and his layup to finish it off gave Wichita State a 43-32 lead with 14:19 to play. Smith interrupted the spurt with a 3, only to have Hancock foul Early at the other end. Early made the first free throw and missed the second, but Cotton scooped up the rebound and dished it out to Early, who drilled a 3 to put Wichita State up 47-35.

"We were kind of waiting to make our run," Hancock said. "Obviously you're a little concerned when you're down by 12 in the second half. We just had to turn up our intensity, maybe gamble a little more."

The Shockers have had trouble hanging onto leads, and this game was no different. Once Henderson buried those back-to-back 3s the Cardinals were off and running, all the way to the last game of the season.

"Coach Pitino kept telling us to go out there and have fun and keep playing and we were going to win. Stop hanging our heads," Siva said.

"That's what we did."
