(AP) ? Opposition activists say at least 31 people have been killed in a car bomb attack in Damascus near the headquarters of the ruling Baath party and the Russian Embassy.

The Britain-based activist group Syrian Observatory for Human Rights said most of the dead were civilians, but members of the Syrian security services were also killed in Thursday's attack.

Witnesses and opposition activists said the explosion targeted a security checkpoint central Mazraa neighborhood.

Syrian state TV also reported the blast, calling it a "terrorist" attack by a suicide bomber on a heavily populated area.

Browns release DE Frostee Rucker

(AP) ? The Browns' switch on defense started with Frostee Rucker being shifted out the door.

Rucker was released by Cleveland on Tuesday, the first major move as the Browns change from a 4-3 defense to a multi-front system under new coach Rob Chudzinski and coordinator Ray Horton.

A top free-agent signing by Cleveland last year, Rucker started all 16 games and finished with 48 tackles and four sacks in his one season with the Browns. Rucker made $6 million last season and $2 million of his $2.5 million contract for 2013 would have been guaranteed if he was still on the roster Wednesday, according to a report by TheSidelineView.com.

The 29-year-old Rucker spent six seasons with Cincinnati before signing last March with Cleveland. He established himself as a leader in the Browns' locker room and Rucker was a staunch supporter of coach Pat Shurmur and general manager Tom Heckert, who were both fired after the Browns went 5-11 last season.

Last week, Chudzinski and Horton, who spent the past two seasons with Arizona, said the Browns hope to have an aggressive defense next season. Horton tried to downplay concerns about the team changing schemes, saying several times that he was simply looking for "big men that can run and little men that can hit."

Apparently, the 6-foot-3, 280-pound Rucker did not fit into either of those groups.

The Bengals selected Rucker, who played at Southern Caliornia, in the third round (No. 91 overall) of the 2006 draft.

Rucker's departure could signal the beginning of a busy offseason for the Browns, the first one under new owner Jimmy Haslam. At the Super Bowl last week, Haslam said the Browns would be active in free agency if the moves made sense.

"I think we'll be selective in what we do in free agency, but if there's some talent out there that matches our needs and it's at the right dollar level, then, I think we'll probably make some moves," he said. "I don't think you'll see us making any big, splashy, high-priced moves because I think we've said all along, we're going to build through the draft."

Yahoo taps into Google's ad network, expertise

(AP) ? Yahoo is counting on rival Google to help accelerate its revenue growth.

As part of a nonexclusive arrangement announced Wednesday, Yahoo's website will begin drawing upon Google's massive online advertising network to show marketing messages related to the content that's being perused.

Google Inc. already distributes similar ads to thousands of websites, a service that has helped establish it as the Internet's most prosperous company.

Yahoo Inc. has been struggling to attract more advertisers in recent years, even though more marketing budgets have been shifting to the Internet. The company's revenue had fallen in three consecutive years before registering a small gain last year. Yahoo CEO Marissa Mayer, a longtime Google executive before being lured away nearly seven months ago, has pledged to produce more impressive growth in future years.

Google retains part of the revenue generated from the ads shown on its partners' sites. The revenue split with Yahoo wasn't specifically disclosed, but Google has previously said that website owners that display the kind of ads covered in this agreement usually get to keep 68 percent of the revenue.

Last year, Google's ad sales on its partners' sites totaled $12.5 billion. That amount includes ads shown next to the search results on other websites, a service it isn't providing to Yahoo.

That's because Yahoo already depends on Microsoft for most of its search-driven advertising as part of a long-term deal signed in 2009. Yahoo aligned itself with Microsoft Corp. after a proposed partnership with Google in 2008 unraveled when the U.S. Justice Department threatened to file a lawsuit to block it. The Justice Department contended that Google would have been able to use its dominance of Internet search to thwart competition if it were able to expand its reach on to Yahoo's popular website.

This time around, Google and Yahoo aren't working together in search advertising.

Analysts have been predicting that Mayer's old ties with Google might eventually lead to a closer relationship with Yahoo.

Yahoo's chief operating officer, Henrique De Castro, is also a former Google executive.

In separate online advertising development Wednesday, Google announced that users of its search-advertising system will soon have to start paying for marketing messages sent to some mobile devices, even if they only are interested in reaching people on desktop and laptop computers. For instance, there will no longer be a distinction between search-driven ads tailored for tablet computers and laptops

All the changes to Google's search advertising network won't be completed until the middle of this year.

Google says it is trying to make it easier to create digital marketing campaigns, but online ad experts say the shake-up also appears to an attempt to harvest more revenue from the rapidly growing usage of smartphones and tablets.

Google's average price for search ads has fallen from the previous year in five consecutive quarters, largely because marketing on mobile devices hasn't proven it can be as fruitful as on personal computers. The decline in Google's ad prices has been a recurring concern among investors.

UK sends hand-held helicopter drones to war zone

(AP) ? Britain's military says its soldiers in Afghanistan have been issued with surveillance drones so small they can fit in the palm of your hand.

The Scandinavian-designed Black Hornet Nano weighs as little as 16 grams (0.56 ounces) ? the same as a finch. The four-inch-long (10-centimeter-long) helicopter is fitted with a tiny camera which relays still images and video to a remote terminal.

The military quoted Sgt. Christopher Petherbridge, with Britain's Brigade Reconnaissance Force, as saying troops used the drone "to look for insurgent firing points and check out exposed areas of the ground before crossing."

The ministry said Sunday that the Black Hornet was developed by Norway's Prox Dynamics AS as part of a 20 million pound ($30 million) contract for 160 units with southern England's Marlborough Communications Ltd.

Why US House blocked Spotify music-streaming site

People love to make fun of the apparent technical ineptness of America's congressmen, so it was no surprise that plenty of cheap shots were taken when it was discovered that the U.S. House of Representatives is blocking Spotify. The reason? The legal music-streaming service incorporates the same peer-to-peer network technology found in shady illegal file-sharing networks.

"It is a sad day when a few bureaucrats can block our nation's leadership from enjoying free, secure access to over 20 million songs," a Spotify spokesman initially told Politico's Tony Romm when the news of the music service's ban first broke. "We truly hope the House of Representatives will see the error of their ways and stop blocking Spotify so that all of America can benefit from their collective joy of music."

A spokesperson for the Office of the Chief Administrative Officer (CAO) told NBC News that Spotify ? and other software which incorporates peer-to-peer technology ? is blocked as a precautionary measure.

"To help protect House data, our IT policy generally prohibits the use of peer-to-peer (P2P) technologies while operating within the secure network," the spokesperson said, emphasizing what he told Politico. "While Spotify is currently not authorized, the CAO has and will continue to work with outside vendors to enable the popular services that improve member communication capabilities."

?The Committee is always looking to improve access to popular services that facilitate open constituent communications," a spokesperson for the Committee on House Administration (CHA) added, in an email to NBC News. "However, in doing so, we must also ensure adequate safeguards exist to protect against the ever-growing cyber threats of today?s environment.?

While the spokespeople from the CAO and CHA refrained from elaborating on what safeguards must exist in order for software such as Spotify to be authorized, Chester Wisniewski ? a senior security advisor at Sophos ? explained to NBC News that sometimes "security through obscurity" can be a good thing. "You are actually safer if someone who's trying to get something past your defenses doesn't know what your defenses are," he said, pardoning the zipped lips of the CAO and CHA.

Wisniewski explained that it is likely that the House of Representatives' network administrators are not targeting specific applications, but rather blocking off certain network ports (which could be thought of as virtual paths allowing different applications to share a single physical Internet connection). After all, he elaborates, "the network sees a request coming from another computer, to access a specific port," but there are few ways of identifying what exactly the incoming traffic is. "Typically this type of traffic is encrypted," Wisniewski says, "so even if this traffic said 'Spotify' on it, you wouldn't know what's in there."

In even plainer terms: Opening up certain ports, for the sake of allowing an application such as Spotify, could put a network at greater risk of security attacks. Given how many high-profile hacks have been surfacing in recent days ? the New York Times, Wall Street Journal, and Twitter come to mind ? one can hardly blame anyone for erring on the side of caution.

A Spotify spokesperson did tell NBC News that there is some hope, though. "We are currently in talks with the House of Representatives to alleviate any concerns they have regarding Spotify," he said. "We firmly believe that music is a common language that all political parties speak and should be used to bring the legislators of this great country together so they can solve the serious issues facing our nation."

In the meantime, an RIAA spokesperson pointed NBC News to a letter written by Cary Sherman, the association's CEO, to the CAO. "We certainly can appreciate and understand why the policy was implemented that prevents access to unauthorized peer-to-peer services for security reasons as well as to prevent use of the House network for illegal activity," Sherman writes before also offering to help "develop a new policy that ensures that users of the House network will be able to gain access to these new legal services."

Amazingly enough, no one ? so far ? has issued a statement pointing out how many hours have been spent on this issue, which boils down to bending security policies to allow lawmakers to use a specific music-streaming service ... during work hours.
